First Responders are the first on scene to any emergency situation or disaster including events that are terror related. The first responder can be police, fire fighter, emergency technicians and volunteer citizens and/or groups. The First Responder is one of the most important people in emergency management and response, responding to every type of emergency situation from a simple automobile accident or fire to an explosion or disastrous event caused by a terrorist or group of terrorists.
